Biomanufacturing and Biotechnology Expert
Job Location: Work remotely from home, with some travel required. Customers are primarily in Washington, DC, and Dayton, OH.
Background
The Department of Defense/Department of War (DoD/DoW) is executing a multi-year investment program in bioindustrial technology and biomanufacturing development and maturation. These investments align with the principles and needs espoused by the National Security Commission on Emerging Biotechnology (NSCEB) and are executed through programs such as the Distributed Bioindustrial Manufacturing Program (DBIMP), the Tri-Service Biotechnology for a Resilient Supply Chain (T-BRSC) Program, and BioMADE manufacturing innovation institute. The DBIMP program specifically, with well over $600 million in planned investment over the next three years, aims to transition domestic technologies from the lab to pilot scale, and pilot scale to production scale manufacturing. The objective is to scale up production of government and industry developmental products into commercially viable production more quickly, support operational needs for advanced bio-based materials, and secure sources of critical materials for defense supply chains. Materials of interest include fuels, polymers and resins, energetic materials, and protective materials. This position is to provide wide-ranging subject matter expertise in the areas of biomanufacturing and biotechnology, with integrated understanding of techno-economics (i.e., business, finance, and manufacturing), to help drive and assist program and mission planning and execution. The position will primarily support DBIMP and the Government Program Manager, but will be called upon to support all levels of operations and leadership within the Office of the Undersecretary of Defense/War for Research and Engineering (OUSD(R&E)), including DoD/DoW leadership in the Biomanufacturing Critical Technology Area (CTA) and Biotechnology Management Office (BMO), the Office of Strategic Capital (OSC), and the Technology Innovation Industrial Base (TIIB) office including DoD Manufacturing Technology programs, as well as related programs within the Office of the Undersecretary of Defense/War for Acquisition and Sustainment (OUSD(R&E)).
Job Description and Responsibilities
The Biomanufacturing and Biotechnology Expert, as a Senior or Subject Matter Expert, will be both an analyst and a thought leader, providing detailed project reviews while also helping predict and shape future direction and activities. The role will perform tasks such as the following:
- Collaborate with industry partners executing government investment projects, providing analysis of work and appropriate guidance and direction where needed, to effectively achieve government objectives while supporting industry achievement. Deliver notes and reports to government clients regarding independent assessments of industry progress, roadblocks, risks and concerns, and achievements.
- Generate directed assessments, papers, documents, procedures, and support, as well as independently realize valuable pathways for informative products of the same type that support or impact overarching client programs and objectives.
- Support the government team by identifying technology areas of interest, developing technical roadmaps, drafting objectives, and determining project technical and economic requirements.
- Support the Government Program Manager with executing investments through project acquisitions: defining proposal evaluation criteria, evaluating technical proposals, and documenting evaluations.
- Provide independent analysis and recommendations to the CTA and BMO, OSW ManTech, DBIMP Program Manager, project teams, and other customers as directed, regarding strategy and tactics that support DoD and program objectives.
- Leverage and provide broad industry insights and perspectives, and focused assessments, to assist in developing Science & Technology (S&T) technology protection plans through industrial base expertise and related technology security assessments.
- Assist government teams and investment programs with identifying commercial transition opportunities.
- Actively engage on the integrated program team and with project principal investigators to assist with monitoring project technical performance, advising project teams, and assessing project performance.
- Represent the Government Program Manager and/or CTA/BMO teams in in-person meetings or conferences and telecons, present permissible and relevant information, while collecting reciprocal insight and intelligence, and relay key information. Support regularly scheduled telecons and other communications with program leadership.
- ,Write draft reports, briefings, success stories, point papers, status updates, and other documents that present program information to various audiences including senior-level DoD audiences and other stakeholders.
- Assist with coordinating the DBIMP program with other DoD/W-led, other government agencies, and/or international biomanufacturing programs of interest.
Required Skills / Qualifications
The position requires the following skills and qualifications.
- An advanced degree (Master’s degree or Ph.D.) in biology or a biotechnology-related field (preferred) or chemistry is required.
- Master’s degree plus at least 12 years of relevant work experience, or Ph.D. plus at least 10 years of relevant work experience, is required.
- Education and experience in biomanufacturing is strongly preferred.
- Experience in manufacturing operations and business operations is strongly preferred.
- Demonstrated excellent writing and communication skills for drafting status reports, point papers, briefings, success stories, meeting agendas and notes, and formal letters written on behalf of clients. Ability to synthesize information from multiple sources into a cohesive document.
- Ability to execute tasks and responsibilities professionally and without preconception; compartmentalizing information, avoiding conflicts of interest, and effectively navigating variable or conflicting opinions, to achieve the best possible outcomes for clients and the DoD.
- Ability to maintain organization and focus while supporting many programs across multiple contract actions, with variable project partners and working teams, and leveraging relevant types of government funds for different activities.
- Strong commitment to client satisfaction. Flexibility to take on other responsibilities as client requirements evolve.
- Work primarily from home. The position must have the ability to work from home as required using an employer-supplied computer and other office equipment. Ability to provide sufficient working space, maintain a high level of productivity, and be fully available to clients and teammates during the client’s normal business hours. Ability to prevent other occupants and visitors in the home from accessing business computers and files.
- Be available for overnight travel as needed to attend meetings and conferences in various locations. Travel may require as much as one or more trips per month, with each trip usually lasting one to three nights or more. Airplane travel is required. Travel outside of the 48 contiguous states, and international travel, is likely to be required.
- Ability to listen to, understand and follow instructions in a fast-paced environment without detailed supervision.
- Ability to comply with government- and employer-mandated policies and procedures including security policies, expense reporting, and recordkeeping procedures.
- Strong skills in using Microsoft Word, Excel, PowerPoint, Outlook, and Windows.
- A Secret clearance is required, and a Top Secret clearance is strongly preferred. Must have or be eligible to upgrade clearance for SCI access.
- U.S. citizenship is required.
Desired Skills / Qualifications
The ideal candidate also has the following skills/qualifications.
- At least ten years’ experience working in an industry or government research & development or manufacturing technology development environment.
- Experience with government-funded research or development projects (e.g., SBIR/STTR, grants, CRADAs, FAR technology development contracts, R&D or Prototype Other Transaction Agreements (OTAs)).
- Experience planning and executing the scale-up of manufacturing operations, including planning, scheduling, budgeting, equipment acquisition, installation, start-up, and qualification.
- Business operations experience, including corporate operations and finance for manufacturing entities, financial viability measures, planning, and strategy, and broader understanding of capital markets, investments and investors, equity and financing, etc.
- Advanced business intelligence, including macro- and micro-economics, and domestic and international perspectives.
- Understanding of how to work with and leverage, when and where appropriate, Artificial Intelligence tools to augment work products. Must be discerning of the advantages and pitfalls of using AI tools, and how to achieve the best results while validating work product quality, accuracy, and reliability.
- Strong track record of serving clients (preferably government) and high client satisfaction. Demonstrated professional initiative and insight needed to: anticipate client needs; recognize opportunities and problem areas; recommend and implement action.
