
Scott Leonard founded PM2 Strategies in 2012 to advance U.S. manufacturing through program management. Over the past 25 years, he has led and supported government programs in manufacturing R&D, technology scale-up, and transition.
He drives all phases of innovation programs, including setting investment strategy, developing RFPs, leading source selection, shaping strategic plans, managing projects, defining metrics, and communicating impact. He has advised program managers at three DoD Manufacturing Innovation Institutes, guiding strategy, technology roadmapping, membership development, project execution, reporting, and workforce initiatives.
Before founding PM2 Strategies, Mr. Leonard managed a $5M annual contract at a major defense contractor, supporting a $50M manufacturing R&D portfolio. He led industrial base assessments, developed commercialization risk methodologies, and co-developed a Technology Transition Risk Assessment tool.
Earlier in his career, he managed more than 80 R&D projects across robotics, additive manufacturing, biofuels, biomanufacturing, semiconductors, lasers, sensors, and optical technologies.
