Congress and the Department of Defense are providing well over $500 million of public funding to a multi-year investment program in bioindustrial technology and biomanufacturing development and maturation. These investments are being made through programs such as the Distributed Bioindustrial Manufacturing Program (DBIMP) and BioMADE manufacturing innovation institute. These funds are for engineering, equipment, materials, and other related activities to transition domestic biomanufacturing technologies from the lab to pilot scale, and pilot to production scale. The BioMADE objective is to build and equip a network of privately-owned pilot-scale facilities where customers could come to scale up production of government and industry developmental products, while the DBIMP program targets scale up of particular materials required for DoD systems.
We are seeking a detail-oriented and methodical Cost Analyst for Industrial Engineering projects to join our team, supporting the programs executing these investments in the biotechnology sector. As an integral part of our government customer team, you will collaborate closely with project managers, engineers, and other stakeholders to ensure that financial resources are allocated and expended effectively, and to help ensure that the performers can complete projects within budgetary constraints. This position requires a strong analytical mindset, in-depth knowledge of cost analysis techniques, and effective communication skills to present findings to stakeholders. Your primary efforts will focus on application of engineering cost principles to evaluate project costs, validate reasonableness through research, knowledge of industry practice, and robust documentation, and make recommendations to government customers for appropriateness, acceptability, and areas for improvement of costs and invoicing management. Additional responsibilities may be aligned with financial organization for broader programs, such as actively monitoring and documenting the planning of and movement of project funding, tracking from various sources to obligations, and reporting of same.

The Department of Defense (DoD) is executing a multi-year investment program in bioindustrial technology and biomanufacturing development and maturation. These investments align with the principles and needs espoused by the National Security Commission on Emerging Biotechnology (NSCEB) and are executed through programs such as the Distributed Bioindustrial Manufacturing Program (DBIMP), the Tri-Service Biotechnology for a Resilient Supply Chain (T-BRSC) Program, and BioMADE manufacturing innovation institute. The DBIMP program specifically, with well over $500 million in planned investment over the next three years, aims to transition domestic technologies from the lab to pilot scale, and pilot scale to full production scale manufacturing. The objective is to scale up production of government and industry developmental products into commercially viable production more quickly, support operational needs for advanced bio-based materials, and secure sources of critical materials for defense supply chains. Materials of interest include fuels, polymers and resins, energetic materials, and protective materials. This position is to provide wide-ranging subject matter expertise in the areas of biomanufacturing and biotechnology, as well as business, finance, and manufacturing, to assist DoD leadership, through the Principal Director for Biotechnology (PD Biotech), and the DBIMP Government Program Manager, with program strategy, planning, execution and oversight.
